Who We Are

United for the Rights of Toledo’s Landowners

Toledo Private and Lease Landowners Ltd was established to provide a unified voice for private and lease landowners across the Toledo District. We are committed to protecting and upholding their constitutional and land rights, promoting access to justice and legal recognition, and ensuring that landowners have meaningful representation in the legislation and policies that affect their properties and communities.

Our work is grounded in the belief that Toledo’s future should provide equal protection under the law while respecting the district’s diverse cultural identities and land tenure systems. Through legal awareness, constructive dialogue, member engagement, and strategic advocacy, we seek solutions that promote fairness, transparency, responsible land management, and peaceful coexistence.

To protect and uphold the constitutional and land rights of private and lease landowners in Toledo, ensuring access to justice, legal recognition, and meaningful participation in land legislation and policy, while respecting and embracing diverse cultural and ethical backgrounds.

Meet Our Board

Martine King

Chairperson

Martine King was born in Belize City and, from just a few days after birth, was raised in Toledo, Belize, where her family has lived, worked, and contributed to the community for more than 60 years. Coming from a family of business owners who helped build industry and employment opportunities in the district, Martine holds a deep connection to the people, culture, and future of Toledo, which she proudly calls home.

A mental health professional and advocate by trade, Martine serves as Chairperson of Toledo Private and Lease Land Owners Ltd, where she is committed to protecting the constitutional rights of private and legally leased land owners. While strongly supporting the preservation of traditional customs and cultural heritage, she believes solutions must be grounded in mutual respect, fairness, and the harmony that has long defined life in Toledo.

Dalia Sho

Secretary

Dalia C. Sho is a proud Belizean Mopan woman from the village of Pueblo Viejo, Toledo, with over 15 years in education and nearly a decade of experience in the tourism industry internationally. A dedicated community leader, she has served on numerous boards and organizations, including as a Village Councilor and within the Alcalde system, while passionately advocating for women’s empowerment and standing against domestic violence. She currently serves as Chairperson of the Pueblo Viejo Waterboard and is self-employed.

As Secretary of Toledo Private and Lease Land Owners Ltd, Dalia is deeply committed to protecting the constitutional rights of private and lease land owners in Belize. Since 2015, she has actively advocated for secure land tenure, equitable access to land, and the protection of property rights, believing that land ownership is essential to personal dignity, freedom, and economic opportunity.

Andy Johnston

Treasurer

Andy Johnston is a multi-faceted entrepreneur, administrator, and landowner based in Big Falls, Toledo District. Born and raised in Toledo, he brings a unique blend of corporate governance, agricultural insight, and technical trade skills to Southern Belize.

Andy spent nine years as a supervisory officer for a local credit union and eight years with the Belizean Credit Union League, developing extensive expertise in organizational compliance and financial logistics. A farmer himself, he collaborates with regional agricultural networks and has worked with a local coconut cooperative. He balances his agricultural pursuits with a diverse trade portfolio, operating as a structural private contractor, computer and A/C technician, and part-owner of Johnston’s One Stop.
Strongly rooted in local land history, Andy is the son of the late Francis Johnston, who was centrally involved in the landmark 2008 Supreme Court property rights case in Golden Stream. Today, Andy’s diverse expertise successfully bridges the gap between traditional land stewardship and modern technical and financial solutions.

Skye Worthen

Board Member

Skye Worthen serves as a Board Member of Toledo Private and Lease Land Owners Ltd., bringing a diverse background in strategic development, environmental initiatives, and international project management. With experience spanning sustainable development, real estate planning, nonprofit leadership, and business strategy, Skye contributes a forward-thinking approach to land stewardship and long-term economic growth in Belize.

In addition to serving on the board, Skye has been actively involved in projects focused on eco-tourism, conservation, carbon credit development, and responsible land use throughout Belize. As Vice President of Saving Oceans, Skye has worked to promote sustainability initiatives and environmentally responsible investment opportunities that align economic development with conservation goals.
